AI is quickly becoming a core part of modern day-to-day task-completions across all roles. And within the recruitment sector AI is helping teams move faster and work smarter, from automating outreach to improving shortlisting. But alongside this progress, a quieter risk is emerging: shadow AI.
What is shadow AI?

Shadow AI is the use of AI tools without company approval or oversight.

In recruitment, this can look like pasting CVs into ChatGPT, using free tools to summarize candidates, or generating interview questions with external platforms. These actions may seem harmless, but because they happen outside approved systems, they create risks around data privacy, security, and consistency.

In short, shadow AI means using AI without visibility or control.

Let’s take a closer look:

1. Data privacy and compliance risks

Recruitment data is some of the most sensitive information a company handles. CVs and applications include full names, phone numbers, email addresses, employment history, education, and sometimes even personal details like location or visa status.

When recruiters paste this information into public AI tools, they may unknowingly expose it to third-party systems. In some cases, that data can be stored, logged, or used to improve the model (without the recruiter or candidate knowing!).

For example, a recruiter might paste a full CV into ChatGPT to “summarize strengths,” or upload multiple resumes into a free online tool to compare candidates. While convenient, these actions can violate internal data policies or regulations like GDPR and the EU AI Act.

The key issue here is a loss of control. Once the data leaves your approved systems, you no longer know how it’s handled which creates real legal exposure.

2. Lack of transparency in hiring decisions

Hiring decisions need to be explainable. If a candidate asks why they were rejected, companies need to be able to give a clear and fair answer.

Shadow AI makes this increasingly difficult. When different recruiters use different tools in different ways, there is no clear record of how decisions were made.

For instance, one recruiter might ask an AI tool, “Is this candidate a good fit for a sales role?” while another asks for a “score out of 10.” The outputs may look authoritative, but they are not standardized or auditable.

Over time, this leads to inconsistent hiring decisions that are hard to justify. I often say “AI systems are only as good as the data they are trained on”, and while that’s partly true, it doesn’t tell the full story. In practice, many modern LLM-based systems aren’t even as reliable as the data behind them – they can misinterpret inputs, introduce inconsistencies, or generate outputs that are simply incorrect. AI can help reduce bias, but only when it is carefully designed, controlled, and continuously monitored.

With shadow AI, there is no such control. Recruiters may rely on tools that:

  • Have unknown training data
  • Use unclear evaluation criteria
  • Reflect hidden biases in language or patterns
  • Change underlying models or reasoning over time without user awareness, making results inconsistent and difficult to compare fairly between candidates for the same role

This creates a “blind trust” problem. Recruiters input prompts, methodologies, or guardrails – but ultimately have to trust that the model has interpreted them correctly, applied them consistently, and hasn’t taken shortcuts or evolved its reasoning over time.

When teams use such unknown or unverified tools, they have no visibility into how those systems make decisions. This can lead to biased outcomes, even unintentionally. Certain candidates may be unfairly filtered out, or patterns from past hiring decisions may be reinforced.

For example, a recruiter might ask an AI to rewrite or “improve” a candidate summary. This can unintentionally standardize profiles in a way that favors certain backgrounds or communication styles.

Because these tools feel neutral, bias can go unnoticed. But over time, shadow AI can systematically disadvantage certain groups, undermining diversity and inclusion goals.

Beyond privacy, there is also a broader security risk. Recruitment data doesn’t just include candidate information, it can also reveal internal hiring plans, team structures, and business priorities.

When this information is shared with external AI tools, it increases the risk of data leakage. In some cases, sensitive company information could be exposed without recruiters even realizing it.
